Decoding the « exceptionalism » of the COVID-19 virus in China: Digital contact tracing in the Wuhan community

During the COVID-19 pandemic, comprehensive, accurate and timely digital contact tracing is a decisive measure for curbing viral transmission. Such a strategy integrates business innovation, government decision-making, citizen participation and community coordination with megadata analysis. This article explores how stakeholders in an open innovation ecosystem interact in the digital context to overcome the public health and socio-economic well-being challenges imposed by the pandemic. To improve the effectiveness of digital contact tracing, communities are deployed to moderate interactions between government, business and citizens.
