In many countries in the world territoral clusters foster open innovation ; in France, the ‘poles of competitiveness’ have been playing this role since 2005, by collaborative projects able to induce innovation, business and employment. The poles’ roadmop is to drive technical innovation, but also managerial innovation : however, we lack of knowledge about this point. Do French poles of competitiveness foster managerial innovation, especially in the human resource field ?
